DUTIES
 
The Senior Project Manager leads and manages medium and large scale projects with complex requirements, mentors and collaborates with other project managers and support staff. This position is responsible for managing all aspects of projects including project and/or program initiation, scope management, time management, cost, risk and quality management efforts. Knowledgeable and well versed in Project Management processes to facilitate, mentor as well as lead diverse project teams. Works with IS and business service area management, vendors and staff to define project scopes, setting priorities, developing and managing project/program plans, tracking issues and resolution, managing the implementation, driving continued progress with related solutions and overseeing all aspects of assigned project. Integral to the success of this position is positive interaction with business service area staff, management, third party contractors/vendors, Plan Partners and IS department resources to ensure effective management and momentum of information systems/technology projects, as well as organizational strategic initiatives. In addition, incumbent will establish and maintain effective professional work relationships, working collaboratively with all levels of Management and business service areas to help guide the discipline of planning, organizing, securing, managing, leading, and controlling resources to achieve specific goals.
 
QUALIFICATIONS & REQUIREMENTS
 
EDUCATION:

Required:
Bachelor of Arts or Bachelor of Science in Computer Science, Computer Engineering, related field; or 7 yrs + experience managing large projects.

Knowledge of QA (Quality Assurance) and Testing disciplines and standard practices;

Preferred:
Formal project management skills, SDLC Methodology training and disciplines.

Training and knowledge of SDLC (System Development Life Cycle) standards, guidelines and best practices;

Training and thorough knowledge of QA (Quality Assurance) and Testing disciplines and standard practices;

LICENSES/CERTIFICATIONS:

Required:

Certification in project management disciplines, standards and best practices.

Preferred:
Project Management certification (PMP)

EXPERIENCE:

Required:
At least 7 years of Project Management experience in an organizational setting;

Strong HMO experience/ managed care health insurance programs with preference given to applicants with strong experience in Medicaid and Medicare managed care;

Basic work experience utilizing (SDLC) System Development Life cycle and (QA) Quality Assurance methodology standards and best practices;

Development of Requirements Specifications, Design, Process/Flow Diagrams, Test and Implementation Plans;

Detail oriented with excellent analytical, planning, and organizational skills;

Experience in business process and cost benefit analysis;

Strong facilitation and mentoring skills;

Excellent time management skills; self starting and self motivated. Uses time effectively;

Excellent written and oral communication skills;
speaks clearly and persuasively in positive or negative situations;

Strong interpersonal and leadership skills with ability to interact with various IT and business client departments/project teams;

Ability to work in a fast-paced and changing environment; reacts professionally under pressure.

Ability to manage priorities across multiple teams/projects, platforms;

Ability to work well independently or leading a project team/efforts with limited supervision; strong team collaboration

Proficiency with Microsoft Office Suite (Word, Excel, Access, PowerPoint, Project, Visio, Outlook); HTML.

Preferred:
Two to five years of experience with IT systems/ programs in support of Medicaid and Medicare Programs. Formal project management experience.
